Virginia has not fully deregulated its electricity market. A pilot program in the early 2000s briefly allowed competitive supply, but the General Assembly re‑regulated the market in 2007. Today, distribution utilities like Dominion Energy and Appalachian Power continue to deliver power, but certain large customers – generally those with an aggregated load of at least 5 megawatts – are permitted to choose a Competitive Service Provider (CSP) licensed by the Virginia State Corporation Commission. These businesses pay the utility for delivery service but can contract with a CSP or renewable energy supplier for the generation portion of their bill. The "price‑to‑compare" printed on monthly bills helps eligible customers gauge whether offers from CSPs will save money.

Although options are more limited than in fully deregulated states, eligible commercial and industrial customers can still lower costs by comparing offers from CSPs. A fixed‑rate contract with a supplier can provide price certainty and protect against market volatility. Companies pursuing sustainability goals may also source renewable energy from CSPs or through utility‑sponsored green power programs. Smaller businesses that cannot switch suppliers can still reduce overall energy bills by participating in demand‑response programs and by implementing efficiency measures such as LED lighting, high‑efficiency HVAC systems, building automation and thorough energy audits.

Virginia also offers incentives and resources to help organisations use less electricity. Programs like Virginia Energy Sense and utility rebate programs encourage investments in efficient equipment, lighting upgrades and weatherisation. By comparing available supply options and taking advantage of efficiency and demand‑response programs, companies in Virginia can manage their energy budgets and meet corporate sustainability goals.
